A Teesside District Judge has been told he will not face any investigation into his conduct despite evidence to show he made a deliberate defamatory statement about a defendants representative in legal proceedings.
District Judge Cook at Middlesbrough Court has sparked outrage after it's been claimed he made a deliberate false and misleading statement during judicial proceedings about a defendants legal representative. Despite sufficient evidence to support claims of misconduct, the Judicial Conduct Investigations Office (JCIO) has declined to investigate the matter, claiming the matter was outside their remit to investigate. . .
The issue reportedly arose in October this year, when Judge Cook, in a judicial directions notice sent to both the claimant and defendant parties in a civil case, asserted that the defendant’s representative was “subject to a Civil Restraint Order” (CRO). Such an order would bar an individual from engaging in legal proceedings, either personally or on behalf of others. However, an investigation later established that no such order existed, & that the defendants representative was in fact representing the individual due to their diminished capacity to understand legal proceedings due to a disability.
The defendant’s representative in the civil claim then pursued a complaint with the JCIO, arguing that Judge Cook had acted improperly by publishing a clearly false statement. Despite the amount of compelling evidence in favour of the defendants representative, the JCIO dismissed the complaint, claiming that the matter fell outside their investigative powers.
Teesside Court: A Pattern of Controversy that never seems to end ?

Its reportedly not the first time the behaviour of judges at Teesside Court has come under scrutiny.
Campaigners reportedly allege 'a worrying pattern of judicial overreach' and 'misconduct', with accusations that some judges have exercised powers far beyond their remit to shield publicly funded organisations from accountability. Reports seen by Teesside Today by one of those campaigners supports the notion that at least Three Teesside Civil District Judges have intervened in as many as nine civil cases over the last six years to deliberately undermine those cases being brought before the court, all of which were cases brought by civil litigants in person & had no legal representation alongside them.
Campaign groups have long accused Teesside Court, particularly its civil claims section, of 'corruption' at some of the most appalling levels, as well as operating a "two-tiered system." They argue that cases involving powerful or well-connected local organisations on Teesside such as Local Councils are being treated more favourably, leaving ordinary claimants at a disadvantage, or in some cases, having their cases shut down even before a hearing is even commenced.
This latest incident involving District Judge Cook has only added fuel to the fire, with many questioning the oversight and accountability of judges who wield significant influence over people’s lives. For those concerned about fairness in the judicial system, campaigners claim this case serves as a stark reminder of the need for greater transparency and independent scrutiny in our courts as a judge who clearly overstepped his judicial bounds has not only dodged a serious investigation into his conduct, but has set a very worrying precedent over the scale of judicial powers being wielded on Teesside & whether those powers are being clearly & flagrantly abused !
